The Future of Tourism Is Already Taking Shape in Zao, Japan

How GAIA RESORT’s Community-Centred Hospitality Reflects Europe’s Evolving Tourism Vision

Welcoming Approximately 50,000 International Guests Each Year — A Local Vision with Global Relevance

On 15 October 2026, Japanese travel industry publication Travel Voice reported on eight policy priorities outlined by the World Travel & Tourism Council (WTTC) for the future growth of European tourism.

The announcement reflects an important shift in how the global travel industry thinks about success.

Tourism is no longer simply about attracting more visitors.

It is increasingly about protecting natural environments, strengthening local economies, supporting communities and ensuring that the benefits of travel extend beyond major cities and established destinations.

For the GAIA Group, based in Zao, Miyagi Prefecture, these ideas are deeply familiar.

For nearly two decades, we have been working towards a vision in which tourism, community wellbeing and regional revitalisation support one another.

What is emerging as an international priority has long been central to our work in Zao.

1. A New Direction for European Tourism

WTTC’s policy priorities address issues including sustainable tourism, investment, destination management, workforce development, digital innovation and transport connectivity.

Together, they point towards a broader understanding of tourism’s role in society.

A successful destination should not only welcome visitors. It should also create lasting value for the people who live there.

At GAIA RESORT, we believe that hospitality can become part of a much wider local ecosystem.

Accommodation connects visitors with restaurants, shops, hot springs, farms, cultural experiences and local residents.

Tourism can help bring unused buildings back into productive use, create employment opportunities and encourage economic activity throughout the community.

Rather than developing a resort that exists separately from its surroundings, we seek to make the surrounding community an essential part of the guest experience.

2. Our Origins: The Zao Welfare Forest Initiative

The GAIA Group’s journey began nearly 20 years ago with the revitalisation of ageing holiday-home communities in Zao.

Like many rural destinations in Japan, these communities faced growing challenges.

Properties were becoming vacant, buildings were ageing and many long-term residents were concerned about their future.

Through conversations with local residents, we came to understand that restoring property values alone would not be enough.

The community needed a broader vision.

That vision became the Zao Welfare Forest Initiative.

Its central principle is simple yet ambitious:

To create a community where people of all generations and abilities can live with security, dignity and a meaningful role in society.

Over time, this philosophy has connected property regeneration with healthcare, social welfare, employment and tourism.

For us, tourism was never intended to be an isolated industry.

It became one of the ways we could help build a stronger and more sustainable community.

3. Why International Travellers Are Discovering GAIA RESORT

Today, GAIA RESORT welcomes approximately 80,000 guests annually, including around 50,000 international visitors.

A particularly distinctive feature of our international guest base is the strong presence of travellers from Europe.

Many European visitors are interested in experiences that go beyond conventional sightseeing.

They want to discover the character of a place, understand its traditions and experience everyday life.

Zao offers opportunities for exactly this kind of journey.

Guests can wake up in a peaceful woodland cottage, enjoy the region’s hot springs, dine at local restaurants and explore the surrounding countryside.

Some use Zao as a base for longer journeys throughout Miyagi Prefecture and beyond, visiting destinations such as Matsushima and Naruko Onsen.

Others simply enjoy the slower rhythm of life in the mountains.

This is the experience we describe as:

Stay Like a Local. Discover Like a Traveller.

It is an invitation to become, even briefly, part of the community.

4. GAIA RESORT’s Contribution to International Tourism in Miyagi

To understand the scale of GAIA RESORT’s international hospitality activities, it is useful to consider the wider regional context.

According to figures based on Japan Tourism Agency accommodation statistics, Miyagi Prefecture recorded approximately 971,000 international guest-nights in 2025.

GAIA RESORT, meanwhile, welcomes approximately 50,000 international guests annually.

A simple numerical comparison gives a figure of approximately 5.1%.

This figure requires an important qualification.

The prefectural statistic measures guest-nights, while GAIA RESORT’s figure represents an approximate number of individual guests. Because these are different measures, the comparison does not represent an official market share.

Nevertheless, welcoming approximately 50,000 international travellers each year demonstrates the potential of regional destinations to attract visitors from around the world.

It also creates opportunities for tourism spending to reach smaller businesses and communities beyond Japan’s major urban centres.

5. The European Connection: Albergo Diffuso

One of the most meaningful developments in GAIA RESORT’s journey has been our connection with the Italian concept of Albergo Diffuso.

Originating in Italy, Albergo Diffuso offers an alternative to conventional hotel development.

Instead of concentrating accommodation, restaurants and guest services within a single building, hospitality functions are distributed throughout an existing community.

The village or town itself becomes the destination.

Visitors stay in restored buildings, explore local streets, enjoy neighbourhood restaurants and engage with the people who live there.

Interestingly, GAIA RESORT developed a similar approach through our own efforts to revitalise Zao’s existing properties and communities.

Our broader model also incorporates social welfare, agriculture and local employment.

This integrated approach has received international recognition through the Ospitalità Diffusa certification.

For European travellers familiar with community-based hospitality, this connection offers a meaningful way to understand what makes GAIA RESORT distinctive.

It is not simply a place to stay.

It is a way to experience a living community.

6. Making Tourism Work for Local People

At GAIA RESORT, we believe that the benefits of tourism should extend beyond accommodation providers.

When guests eat at local restaurants, shop at neighbourhood businesses or visit regional attractions, their spending helps support the wider economy.

Our accommodation operations also create opportunities for local residents to participate in cleaning, property management and hospitality services.

The regeneration of vacant holiday homes can create new economic value while helping preserve the character of established communities.

Importantly, our approach is rooted in the belief that people of different ages and abilities should have opportunities to contribute.

This reflects the original philosophy of the Zao Welfare Forest Initiative.

Tourism, in this context, becomes more than an economic activity.

It becomes a means of connecting people, places and opportunities.

7. From Zao to the Future of Global Tourism

As Europe and the wider international travel industry place greater emphasis on sustainability and community wellbeing, we see an opportunity to share the lessons emerging from Zao.

Our experience suggests that meaningful regional development does not always begin with constructing something new.

Sometimes, it begins by recognising the value of what already exists.

An unused holiday home.

A family-run restaurant.

A traditional hot spring.

A local farm.

A community with generations of knowledge and experience.

When these resources are connected through a shared vision, they can create something far greater than the sum of their individual parts.

One of the GAIA Group’s guiding principles expresses this belief:

“Rather than searching for what we do not have, let us connect and make the most of what we already have.”

This philosophy continues to guide our work across hospitality, property regeneration, welfare, agriculture and community development.

Our ambition is not simply to welcome more travellers.

It is to create a destination where visitors enjoy meaningful experiences, local people benefit from tourism and the region’s natural and cultural heritage can be passed on to future generations.

The future of tourism is not only about where we travel.

It is also about the communities we help sustain along the way.

From the mountains of Zao, the GAIA Group will continue working towards a more connected, inclusive and sustainable future.
