Carrying the Palau–Zao Connection Forward: A New Step in Sustainable Tourism
日本旅行業協会（JATA）とパラオ政府観光局が、持続可能な観光の推進と相互交流の拡大に向けた覚書を締結しました。環境保全を学び、体験する旅行や教育旅行などを進めていくというニュースを、ガイアグループも大変嬉しく拝見しました。(jata-net.or.jp)
私たちが活動する宮城県蔵王町にとって、パラオは遠い国でありながら、深い縁で結ばれた場所です。
「北原尾」という地名に残る記憶
蔵王町の北原尾（きたはらお）地区には、戦後、パラオから引き揚げた方々が入植しました。「北のパラオ」という思いを込めた地名には、離れた土地でもパラオを忘れず、新たな暮らしを築いた人々の歴史が刻まれています。(palau.emb-japan.go.jp, mofa.go.jp)
その縁は、今も交流へと受け継がれています。蔵王町は2018年度から子どもたちの相互交流に取り組み、パラオの子どもたちを迎え、翌年度には蔵王町の子どもたちがパラオを訪ねました。また、蔵王町で使われていた救急車と消防車がパラオに寄贈され、町の救助隊員らによる技術指導も行われています。町によると、子どもたちの相互訪問はその後中止が続いていますが、再開に向けた調整が進められています。(town.zao.miyagi.jp, palau.emb-japan.go.jp)
自然を守り、人と地域をつなぐ旅へ
今回の覚書では、自然や文化遺産の保護と地域社会への貢献を両立させながら、旅行者の体験を豊かにする方針が示されました。サンゴ礁の保護や資源の再利用を学ぶ体験、教育旅行なども、今後の取り組みとして挙げられています。(jata-net.or.jp)
パラオの海と蔵王の山では、景色も気候も異なります。それでも、かけがえのない自然を守り、土地の歴史を伝え、訪れる人と地域で暮らす人の双方にとってよい交流を育てるという課題には、通じるものがあります。

JATAとパラオ政府観光局の新たな連携を、蔵王町とパラオの縁を改めて知るきっかけとして歓迎します。北原尾に残る歴史を学び、子どもたちの交流が再び育まれることを願いながら、私たちも蔵王の自然と暮らしを大切にする観光を続けてまいります。

The Japan Association of Travel Agents (JATA) and the Palau Visitors Authority have signed a memorandum of understanding to advance sustainable tourism and expand travel exchanges. Their plans include educational travel and experiences that help visitors learn about environmental conservation. This is welcome news for the Gaia Group. (jata-net.or.jp)
Palau holds a special place in the history of Zao Town in Miyagi Prefecture, where we carry out much of our work.
A connection remembered in the name Kitaharao
After World War II, people returning from Palau settled in an area of Zao now called Kitaharao. The name carries the meaning of “northern Palau.” It preserves the memory of people who built new lives in Zao while keeping their connection to Palau. (palau.emb-japan.go.jp, mofa.go.jp)
That history has grown into exchanges between the two places. Zao Town began a children’s exchange program in fiscal 2018, welcoming children from Palau; children from Zao visited Palau the following fiscal year. Ambulance and fire vehicles formerly used in Zao were also donated to Palau, accompanied by technical training from Zao’s emergency personnel. The children’s reciprocal visits have since been suspended, and the town says it is working toward resuming the program. (town.zao.miyagi.jp, palau.emb-japan.go.jp)
Travel that cares for nature and communities
The new JATA–Palau agreement aims to protect natural and cultural heritage while benefiting local communities and enriching visitors’ experiences. Its proposed activities include opportunities to learn about coral conservation, resource reuse and Palau’s environment through travel. (jata-net.or.jp)
Palau’s ocean and Zao’s mountains are very different landscapes. Yet both remind us that tourism should respect nature, share local history and create meaningful connections between visitors and residents.
At the Gaia Group, we draw on the idea of albergo diffuso: a stay can extend beyond a single building into the surrounding community. In Zao, we connect accommodation with hot springs, restaurants, local produce and the everyday life of the region. Our goal is for travel to support local livelihoods while helping pass Zao’s distinctive character to future generations.
We welcome this new partnership between JATA and the Palau Visitors Authority. We hope it encourages more people to discover the bond between Palau and Zao, and that children from both places will once again have opportunities to meet and learn from one another. We will continue working toward tourism that cherishes Zao’s nature, history and community.
