Beyond a Visit: Building Lasting Connections with Local Communities
GAIA Group, Kunihiro Aizawa, and a Regional Model Connecting Tourism, Everyday Life, and Work

A place worth returning to, not simply passing through. A community that welcomes people who live locally and those who remain connected from elsewhere.

Travel Voice’s October 2026 report, Kankei Jinko 2026, examines sustained relationships with regional communities, including dual-location living, public policy, and practical business initiatives.[1]

Using that perspective as a starting point, we introduce GAIA Group’s work and the activities of our representative, Kunihiro Aizawa. Our aim is not simply to increase visitor numbers, but to help relationships develop into opportunities that support local livelihoods and everyday life.

■ More Than Tourism or Permanent Relocation

The Japanese term kankei jinko describes people who maintain ongoing, varied connections with a place outside their usual living or commuting area. A national survey conducted in 2023 and published by Japan’s Ministry of Land, Infrastructure, Transport and Tourism in June 2025 estimated this population at 22.63 million, approximately 22% of residents aged 18 and over. This is not a measurement taken in 2026.[2]

We do not regard these relationships only as a pathway to relocation. They can involve seasonal visits, support for local businesses, community participation, professional contributions, or living between two places.

A stay can be the beginning, but an overnight booking does not automatically create a lasting relationship. We believe the task is to make further involvement possible without imposing the same expectations on everyone.

■ Why People Want to Return

An EY survey featured in the report asked respondents to identify their most important condition for repeat visits. A relaxing environment ranked first for 45.6%, while 30.3% selected a community or place they wanted to visit, including restaurants and other establishments.[3]

For GAIA, this suggests that a destination should not be defined by famous sights alone. A comfortable stay, a favorite meal, a familiar shopkeeper, or somewhere people feel at ease can also be worth returning for.

■ The Zao Welfare Forest Initiative: Start with Residents’ Lives

The Zao Welfare Forest Initiative is the foundation of GAIA Group’s regional work. It seeks a community where everyone can live with confidence and have an appropriate role. Property regeneration, relocation support, agriculture–welfare collaboration, children’s meal programs, and support for older residents are treated as interconnected activities.[4]

We believe attracting visitors must not come at the expense of the people who already live in a destination.

Older residents’ experience, opportunities for people with disabilities, and connections between younger generations and local work all deserve attention. Residents are not simply a tourism workforce: their lives and aspirations are where community development should begin.

■ From Vacant Properties to Places of Connection

GAIA Resort reuses vacant homes, underused vacation properties, and other existing buildings as accommodation. Cleaning and management also connect operations with local residents and welfare organizations.[5]

Our approach draws on Albergo Diffuso, the Italian concept of hospitality distributed across a community. Accommodation and local services become parts of a wider visitor experience rather than being concentrated inside one building.[5]

We encourage guests to eat locally, shop in the surrounding area, and encounter the region’s culture. A stay that resembles everyday life can provide an opportunity to begin a relationship with the destination.

In 2025, GAIA Resort Zao Sansuien received the world’s first Ospitalità Diffusa certification from Albergo Diffuso International, an achievement also announced by Miyagi Prefecture.[6]

Certification is not our final goal. The continuing work is to make community-wide hospitality meaningful in everyday operations.

■ Connecting Food, Agriculture, Welfare, and Visitors

GAIA Foods links local production, sales, and dining through activities including Sakai Coffee Zao Sansuien-mae, agricultural direct sales, and farming. Café-based interaction, support for older residents, and children’s meal initiatives also connect food services with community welfare.[7]

A visitor may discover local produce through a meal, hear about a community activity in conversation, or return to enjoy a different season’s flavors.

We aim to develop these connections with restaurants, producers, shops, and community organizations, allowing visitor spending and local employment to reinforce one another.

■ Making Room for Dual-Location Living and Informed Choices

Dual-location living requires more than accommodation. Japan’s national policy also emphasizes livelihoods and opportunities to interact with residents.[8]

Zao Town commissions the Miyagi Zao Villa Council to operate the Zao Relocation Consultation Office, which provides information, suggestions, and introductions for prospective residents.[9]

Kunihiro Aizawa also serves as chair of the council and representative of the consultation office, connecting housing with community relationships.[10]

A longer stay can offer time to consider shopping, transport, seasonal conditions, and everyday routines before deciding whether to pursue dual-location living or relocation.

Permanent settlement is not the only valuable outcome. We also welcome lasting relationships with people who continue living elsewhere.

■ Accommodation Can Support Community Resilience

On June 17, 2025, the Miyagi Zao Villa Council, chaired by Aizawa, entered an agreement with Miyagi Prefecture and Zao Town. It provides for member-owned accommodation to house support personnel dispatched from other municipalities during major disasters.[11]

This is a practical example of tourism assets serving a wider community purpose. We believe relationships built through ordinary operations can also strengthen preparedness and mutual support.

■ Kunihiro Aizawa: Connecting Practice, Dialogue, and Research

GAIA’s regional work also involves sharing experience and learning with other communities.

On October 8, 2026, Aizawa delivered a keynote and joined a panel discussion at a community collaboration event in Naruko, Osaki City. The discussion addressed how property reuse and tourism can connect visits with local spending and employment.[12]

His guiding approach is to connect existing resources rather than focus only on what a place lacks. The intention is not to copy Zao unchanged, but to work from each community’s circumstances and aspirations.[12]

Miyagi University and GAIA Corporation have also begun joint research on a regional resource-circulation business model in Zao. Combining academic expertise with practical experience, the project examines how social value and economic sustainability can be brought together.[13]

We see research as an opportunity to test assumptions and understand what helps regional businesses endure—not merely to describe activities as successful.

In an announcement dated October 22, 2026, EY Japan selected Aizawa as the Tohoku regional representative and Accelerating Category Grand Prize recipient for EY Entrepreneur Of The Year 2026 Japan.[14]

We regard such opportunities as a way to develop further partnerships around work undertaken together with residents, employees, and local organizations.

■ Registration Must Lead to Real Relationships

The Furusato Resident Registration System is another subject addressed by the Travel Voice report. Guidelines dated March 27, 2026 describe a framework connecting people who register an interest in municipalities with local information, activities, and support.[15]

For GAIA, the important question is what happens after registration. Is there somewhere people want to return to? Can they meet local residents or find activities that interest them? Can the community welcome them without unreasonable burdens?

Digital systems and personal relationships need to work together. Registration alone is not the same as lasting participation.

This article does not announce participation by GAIA Group or Zao Town in the system, the opening of registrations, or the availability of subsidies or special benefits.

■ Addressing Social Challenges Through Sustainable Business

Renovating a vacant building, attracting visitors, or holding a one-off event should not be the end of the process.

Our aim is a continuing cycle: useful local work generates income, that income supports services and maintenance, and the resulting environment gives people reasons to stay involved.

In assessing this approach, we believe visitor numbers should be considered alongside repeat visits, time spent locally, use of neighborhood businesses, participation, and residents’ peace of mind.

People connected to a region should not be viewed merely as a solution to labor shortages. Both the visitor and the community should benefit from the relationship.

■ Building the Future Together

Guided by the Zao Welfare Forest Initiative, GAIA Group will continue connecting tourism, housing, food, agriculture, and partnerships with healthcare and welfare organizations.

A region needs more than buildings or visitor numbers. It needs people who care about it and wish to remain involved.

A visit can lead to discovery. A stay can offer a glimpse of everyday life. Continued involvement can become a contribution to a shared future.

From visiting a place to staying connected with it, GAIA Group will keep exploring these possibilities together with local communities.
